I need a DRG (topographic map) viewer that can accept positioning scripts, as opposed to mouse click positioning. What I mean is, I want to be able to open a DRG and zoom in to a given spot by passing the lat/long coordinates and a zoom level, all by keyboard commands - no mouse movement or clicking needed.

I'm on Windows right now, but plan to migrate to Linux in the near future. If I purchase a solution, I want to pay less than $100.
I'm thinking about writing my own viewer. I'm pretty proficient at Perl, and might do some research and write my own program. If anybody has any suggestions along these lines, I'd like to hear about it.
To give you an idea of how little I know about this, I understand DRG's are tiff files with some underlying, embedded spatial data that allows viewer programs like these to show the lat/long and UTM position data for the mouse pointer position. I thought I had a file describing this, but I can't locate it now. So I'm heading to the web for research.
