For a different approach, the following URLs will get you seamless, multi-resolution DRG coverage for the entire conterminous US, via an early version of OGC's Web Map Service (WMS v0.9): http://ortho.ftw.nrcs.usda.gov/drg2.html http://ortho.ftw.nrcs.usda.gov/drg4.html (This is from an experiment at the Agriculture Dept. (USDA) data warehouse, to which I contributed the original open source software (http://tull.mit.edu/orthoserver).)
Unfortunately, the GUI client there is a bit rudimentary: it uses some funky HTML that only works right in Internet Explorer. So, use IE (cringe :-) to test it. But it's open source software, written in Perl: you might use it as a starting point. Better yet, because of the open WMS interface, you could use a variety of other WMS clients to connect to this server, including some open source options. Let me know if I can point you to useful resources -- or perhaps nudge the USDA people towards a full WMS v1.0 or v1.3 (the current version).
