Lluis,
I would encourage you to review some of the packages referenced off the
http://vterrain.org. The VTP software (the primary topic of the web site) might
do the trick, but there is also an extensive set of links to other packages,
commercial and non-commercial (look for Other Terrain Software).
There are many options, though I don't - off hand - know of those that would
be particularly easy to use for the sort of flood viewing you are interested in.
