If you load the districting extension and can't get rid of it, try this solution
(sent to me by Beata Van Esch at ESRI)...

How did you install the Districting Extension - through the exe? Or if you
only copied the .avx file without running the install setup executable, that
may have caused the problem. So when you uncheck the extension, the
extension related files aren't getting cleaned up.

If this is the case, try this:

1, open the .apr file.

2, open the Customize window (by double clicking on the blank area on the
toolbar)

3, make sure that the View is selected in the type dropdown list

4. Select "Buttons" in the Category dropdown list.

5 Scroll the buttons window toward the right to see all the buttons.

6. Select and Delete all the buttons that have a blank icon.

7. Save the .prj file.

8. Uninstall the Districting extension.

Turns out the blank buttons were the culprit in my case. Once removed, the
project worked without the extension.
