Yeah that's right that in ESRI documentation,
conflation means to transfer attributes from one layer
to another.

The different definition I was giving comes from the
developers of JCS (Java Conflation Suite): "Combining
different source material into an integrated single
geospatial data set is called conflation."

I think their philosophy is to include all the steps
(Cleaning, aligning, matching, etc.) leading to
attributes transfer, in a process called "conflation".

It's kind of a very amazing program for the
price...FREE!! (Open Source). It's very helpful to
find gaps and overlaps!

The ESRI solution to the problem I was exposing is
probably using topology rules with geodatabases hey?
