Dan,
I gather you want to warp the image to the new projection, not just reset the coordinate system information in the header, right?
One commandline tool that will do that is the gdalwarp utility. For instance, you could do something like:
gdalwarp -t_srs '+proj=lcc +lat_1=33 +lat_2=34 +lat_0=33.5 +lon_0=-117' latlong.tif lcc.tif
This is part of the GDAL package (http://www.remotesensing.org/gdal) and there are win32 binaries available.
