Thanks to all who responded to my problem, notably the following:
1) Brain Russo:
.hgt files are from the SRTM mission. 3DEM can open them and turn them into a USGS DEM, etc.
3D Nature has a tool that's good for patching small holes. http://www.3dnature.com/srtmfill.html
For big holes you'll need to merge in other data (GLOBE/VMAP contours/dted/etc..). There're a variety of other tools, google around for 'srtm tool' or 'srtm conversion', etc etc.
2) Dan CRACIUN: http://www.visualizationsoftware.com/3dem.html You can import .hgt files directly and then export them as geotiffs
3) GRAEME BROOKE:
Apparently MicroDEM can read HGT files. This is new to me - I need to update the Grime Site (www.grime.net/gistools)! It seems the link on Grime to MicroDEM is broken too! To get MicroDEM, try http://www.wood.army.mil/TVC/MicroDEMV5/microdem_ver_51.htm.
