Several people contacted me after I sent the sum yesterday. Combining information offered earlier with these more
recent suggestions led to my being able to accomplish my goal effectively. To my embarassment, I did not realize that
in the View properties, the background could be transparent (although I've used almost every other color background).
This allowed me to overlay four view frames in the layout without obscuring view data. With all four views set to the
same scale in View, the scale in the view frame properties was changed to "User Specified Scale." I was then able to
move the four quadrants of the US equal distances from each other by drawing a short graphic line. This line was used
to measure the distance and then this graphic line was then deleted.
