That's called orthorectification: DMS Softcopy, RSI ENVI, LPS, Geomatica, ER Mapper, et al can do this. I don't think there's anything under ~$1500 that can do this and I don't know that I'd trust a cheap package to do this. Not that price is a great metric, but still you get what you pay for as they say. Certainly if you find something cheap you'd want to test it out using a known set of gcps versus some other software.
