How do you set the coordinate system?

After you set the coordinate system that you want correctly. Could you see
them when you zoom full extension?
if you see them , how're their position (X,Y)? (see hongkong
addministration attached file)
If scale shown are incorrect you have to scale them.
It will be OK if you chose two accurate points to scale them.
