If I were in your shoes....
1. transform JPG into TIFF (any image processing sw)
2. Georeference TIFF - here you need some professional sw (it is obtainned the
TIFF WORLD file - *.tfw)
3. download the free tool GeoTiff Examiner -created by Mentor Software Inc
(http://www.mentorsoftwareinc.com) and host by Rockware.... you should dig a
little bit because I do not retrive the link from were I downloaded.... this
tool aloows a SIMPLE PERFORM OF STEP 2 + writtes the TAGs for GEOTIFF.
