When compiled it does become machine code. High level languages allow developers to write that can be compiled across multiple target architectures instead of coding just for one. If your architecture is constrained for a specific device/processor then it becomes practical.
GRC writes its software in assembly because their utilities deal with relatively low level operations, this makes sense for what they are doing. However, writing a more "generic" or user customizable program such as a GIS would not be cost effective in terms of writing for each and every hardware architecture.

On a related tangent, I think, and not being a programmer, a big "your welcome" for any knee-slapping laughs this questions generates, but why/why aren't GIS applications developed in machine/assembly language ? I frequently visit www.grc.com for nifty tools, and have always been impressed with their technical resources, and they exclusively use machine language to keep things fast. Granted, their applications are very focused and single-tasked, but why couldn't that development model be scaled to something as robust as a full GIS ? Ok, when you recover fully from the laughter, you can let me know....
