Hi Michelle,
Just a longshot: check what the decimal separator is in the .prj file. Then check your regional settings for the default decimal separator on your system. They must match, or ArcGis will not recognize the projection. As for the projection, simply go into ArcMap, import some point, polyline etc. data, change the projection to UTM nad 27, copy all the specs (datum, false easting, meridian, etc.), then use project wizard from ArcToolbox to physically reproject your data. You will need acces to Arcgis Workstation though.
