My last 2 cents for a while.
I'm sure when other certifications were in their infancy these same
questions came up for them. In the beginning (first 10 years or so),
the GISCI certification's importance will vary from company to company -
government to government. And I'm sure the certification requirements
themselves will be modified as time goes on. With the state of Oregon
endorsing it and other companies such as ESRI (they are giving free
online classes to the first 1000 certified) it already has more
potential than its previous predecessors. Will it succeed in being a
nation-wide certification for GIS professionals (not users), only time
will tell.

Point of fact, the certification is irrelevant in at least my view,
when looking to hire someone. I have reviewed hundreds, literally, if
not some thousands of resumes over the past 14 years. I cannot recall
one time that the superfluous and seemingly important list of
"certifications" or accomplishments that many put at the end of their
CVs has even caught my eye, let alone impressed me enough to ask an
interview question about it.
That's not to say I am an interview pushover, or easily snowed, and
certainly not an easy person to work for, or with at times. If a hiring
manager (GIS or HR-based) uses a certification as a basis, however big
or small, as criteria to hire, OUTSIDE of what may be unfortunately
mandated by statute or questionable corporate policy, then I would have
to seriously question the competence and true vision of the hiring
manager.
