Following what MG states, there is an old business adage WRT hiring - Attitude over aptitude. Certification does not measure attitude.

Good analogy. The SAT, if you dig deep, is not a good measure of future success....however it has been peddled on Americans as the silver bullet number.
Go ahead, and certify everything humans do. It won't improve performance, behavior, pragmatism.
