have you tried using merge on the edit toolbar.

Hi List --
I have a simple question. I'm using ArcGIS 8.3 desktop and I have a layer
which consists of 3 counties. I want to dissolve those 3 features into one
polygon which is simply the shape of the conglomerrated 3 counties. The
"dissolve" geoprocessing tool doesn't work here and I've tried using XTools
(convert multipart shapes to single part) but it doesn't work either. Any
ideas?
