I'm a GIS analyst at a large engineering company. We
use both CAD (mostly Microstation) and GIS. The
fundamental difference is the database. GIS is a way
to manage, visualize and query spatial data. CAD has
no database -- it is a design software. You can read
CAD files in a GIS, and I think it can do the other
way, for the geometry at least. CAD is very clumsy
dealing with orthos.
