If your accuracy needs match that of the WAAS units why not use them?

There is lots of freeware/cheapware out there that capture data from GPS
devices. The DNR addin may work for you. GPS TrackMaker is my favorite, not
being an ESRI user. The Pro version is under $100 and can make shapefiles
from the downloaded data. A freeware version is available as well.

Note that the DOQQs have an accuracy less than the WAAS units (50' if memory
serves me) and combining the two will impact overall accuracy.
