Thank you to the 3 people who replied. All solutions probably worked, but I
only tried Gwen's:

Wolph, Gwendolyn [Gwendolyn.Wolph@PacifiCorp.com] sent two executables. One
was called doq2geotiff.exe, and it did exactly what I needed (converting the
new USGS DOQ format to Geotiff). The other executable he sent will make a
world file which I don't need with a geotiff.

Mike Schonlau [mike.schonlau@pottcounty.com] also sent two executables. One
was called doq2geotiff.exe, probably the same executable that Gwen sent.
The other was called doq2arc2.exe.

Lega, Robert [rlega@sanborn.com] suggested using GlobalMapper:
http://www.globalmapper.com/
to import the DOQs and export to the desired format.

E-mail me if you want of above-mentioned executables.
