Last time I tried downloading Cosmo from this link, the FTP server no longer had the
installer file. :(
Cosmo is one of the slower, but friendlier VRML viewers. You may be able to find a copy of it
by asking around.

If I may make a suggestion:
Depending on your requirements for realism and detail, your project may or may not benefit
from what I am about to mention. If all you need is just an Arc project exported to VRML, the
capabilities of 3D Analyst will probably be sufficient.
However, if you (or others) have need to build highly realistic, detailed landscape models
from your GIS data, you might be interested in my company's Scene Express add-on:

Scene Express is capable of taking landscape built in VNS from GIS data, and exporting them to
a variety of industry-standard formats, like VRML, 3D Studio, Lightwave 3D and flight simulation
formats like OpenFlight.
