If anyone runs into this issue, the Convert Geodatabase Annotation to Coverage Annotation command does work, it just takes a long time. For our parcel layer is took about 12 hours.

I have been assigned a project that I cannot figure out how to do. I am supposed to convert the 14 levels of annotation in our parcel feature class of the Geodatabase (Oracle with SDE 8.3) into a single coverage export file (.e00). I know how to do this for features by converting to shape files, merging the layers, then converting the final shape file to a coverage. However, I am at a loss of how to do it with just annotation. Almost every menu is grayed out with the annotation. Any ideas? Is it even possible?
