See page 82 of the ArcGIS "Using ArcMap" book that came with the software (8.x). It will show you how to open a magnifier window without changing the data view zoom. (basically on the toolbar: Window -> Magnifier)=20

Hi Listers,
Does anyone out there know where I can find a "magnifying glass" tool for ArcView (3.x) and/or ArcGIS 8.x? These are the tools you can run within your application, that allow your defined area to be magnified (zoomed view), while the rest of your view remains at a constant zoom.
