Bob,

If you're interested in accessing a free WMS map service,
try this one. It isn't ArcIMS, but that shouldn't really
matter, since you can ask for it in the projection of your
choice and it is just an image the WMS map service returns.
We are using the national level layer in the ArcIMS based
NC ONeMap viewer without any problems.

If you're in a Linux or Unix environment and want
to roll your own NexRad mapserver, here's a how-to.
I haven't tried it because I do not have a linux
server to install and run GemPak on, but if anyone
gives it a try, please let the list know what your
experience was like.
