One Method:
Create a MySQL MyISAM table to which you import keywords/metadata/blurbs/ a=
s Fulltext from every layer you have. Then implement Fulltext Search throug=
h a web interface.

Advanced options include-
Boolean Search (ex +Columbus =96Ohio).
ISPELL (for checking the spelling of the submitted string, especially helpf=
ul with city names to avoid false negatives. ex "Diego" or "Deigo").

And don=92t forget to clean the submitted string after parsing, in case som=
eone submits "Diego'". Refer to <http://www.mysql.com/> for associated cave=
at/restrictions/stop-words.

You may also try <http://swish-e.org/> wherein you can export your metadata=
straight from ArcCatalog for indexing/searching.
