Do you want to headsup digitize a polygon using another layer as a template? If so, open ArcCatalog, then navigate to the location you want to save your shapefile, right click on the folder, select new => shapefile from the context menu. In the dialog that pops up, select the type of feature (polygon), the name and specify the projection (you can import from your other features). This adds an empty shapefile to that folder. You can add other fields by right clicking on the shapefile and selecting properties. You can then drag and drop from ArcCatalog into the Table of Contents of your ArcMap window. Then turn on the editor toolbar and start editing. Using the drawing tool (looks like a pencil) to create your polygon. If you want to edge match to existing data, you can set this in the snapping dialog. You can refine your initial shape by selecting the selection tool on the editor toolbar, then double clicking on the outline of the shapefile (make sure only this layer is selectable) and modifying it. Once you have created your polygon, you can open the attribute table and edit the fields.
