i am a big minimizer and i haven't really seen the issues you have. you
could try creating a new normal.mxt. i took a couple of minutes to delete
the old normal.mxt, and make a new one with the toolbars in the proper
locations. so far so good. btw this was a 9 release issue.

I am having more and more problems with toolbars "moving" in ArcMap 8.3 For
example, I started working on a project this morning and turned on the
toolbars I needed. I minimized the project for a little while to work on
something else and when I went back to it, all of my toolbars had moved. I
moved them back, then about 30 minutes later I checked my email and while I
did that, the toolbars moved again.

What causes this? Is there a fix for it?
