Message In another thread discussing the toolbar stacking, somebody
suggested the following fix, which worked for me, at least when I
minimize and then restore the ArcMap window:

The default ArcMap settings were designed for a 15" monitor. To take
care of the toolbar stack, close your ArcMap, open

C:arcgisarcexe83UtilitiesAdvancedArcMapSettings.exe

go to the Miscellaneous tab and click on the "Current monitor
dimensions"
