Here is something I found in the ESRI discussions for this topic:
Valentina Boycheva Date Mar 05, 2004 Message In another thread discussing the toolbar stacking, somebody suggested the following fix, which worked for me, at least when I minimize and then restore the ArcMap window:
The default ArcMap settings were designed for a 15" monitor. To take care of the toolbar stack, close your ArcMap, open
C:arcgisarcexe83UtilitiesAdvancedArcMapSettings.exe
go to the Miscellaneous tab and click on the "Current monitor dimensions"

Hi,
This is a bug in 8.3, don't know if they have fixed it in 9. See:
http://support.esri.com/index.cfm?fa=knowledgebase.techarticles.articleShow&d=17906&ESRISessionID=TJg%2BANUPGjMYmFzzXDw%2B%2FpXI2UdBXPnhB5DWK4Zju1JzG0jcOYorlBd3OlkGw6s%3D
If the URL doesn't work, you can look up the article with:
Article ID: 17906 Bug Id: CQ121781
