Thank you everyone that took the time to respond! I put through the
suggestions to the IT person to see what we can accomplish.

Just to address some questions - I am the only person accessing this
network, and do want to develop an ArcIMS application - so this is
something to consider as more users would then be accessing the server to
get the data to display (correct?). BUT this probably would realistically
be at most 3 people trying - if that. More likely one person using it
once a week or so. (Though I do want this to be big and eventually serve
as a useful function in day-to-day operations... but this GIS is just
developing here.)

I will put the images locally, but other things open slow as well, and
editing some layers take a long time. Hopefully this upgrade and your
suggestions will really help out.

Regarding the bottlenecking - I do have a version of GeoExpress and this
application does load a MrSID image faster than ArcMap does for the same
18 mb image but only about 4 seconds faster (and that was including the
time it took for the image to become clear in GeoExpress, if you know this
product).

Also, I do have the software installed locally and the license manager is
on the server.

Finally, those specs I gave were for the upgrade, not for my current system.
