I think your looking for a route-reach type function. If you have
network analyst, and your road network hase route-reach, to-from,
topology you can do this.

Hi all,
Is there any easy way you can select all the roads, within 5 road miles
from a certain point in ArcMap. (not 5 mile circular buffer). Or is
there some kind of a script for this? In other words I need to select
upto 5 miles length of every road from a certain point in all
directions. A 5 mile circular buffer would select roads but the road may
have more than 5 road miles length on it.
