there is a well known algorithm called the dykstra shortest path algorithm = that can be easily googled and implemented. it's not the most robust solut= ion, but it's something that could be programmed fairly easily in vba or vb= .
you can also visit http://www.geometryfactory.com/ to investigate purchasin= g geometric software components. they have a shortest path component as we= ll as many others.
