I seem to recall a few years ago we obtained wind speed data on a grid
basis for the UK from BWEA (www.bwea.com).
Perhaps they could point you in the direction of a global dataset?

That would be a great data source of you get hld of it. We currently
rely on the getWeather services (such as that of CapeClear software)
which have a patchy coverage, data where there are airports...
