Export as a shapefile, then use spatial adjustment tool (available with 8.3) to adjust the position. Make sure you project the shapefile as you export it from ArcMap (choose the second option in the dialog box). It is a bit tricky, so read the instructions. You have to be in edit mode once you have created the shapefile in order to use spatial adjust. I do this all the time with Cad data that is unprojected.
