Use Geotrans from: http://earth-info.nima.mil/GandG/geotrans/
Download END_USERS (for windows in you are using window OS) : and then
follow instructions to install it.

Hi Losso,
"NIMA's" Geographic Translator is your answer! Just do a search on it and
download. It only takes a few minutes to find and load. It is a free
shareware program.
I use this tool on a weekly basis. You can easily do any coordinate
transformation in seconds!!! And, batch coordinate conversions are also very
easy. I do conversions on hundreds of coordinates at a time. Once you use
it, you will never need anything else.
Once you have it loaded, just let me know if you need any help.
