Question: Do any GIS users use Digital Ortho Quads (DOQs) or other =
digital photo formats for Mapping & GIS presentations to any government =
governing boards, i.e., the Board of County Commissioners (BCC), so that =
images are projected for 'pan and zoom' from a laptop computer (previously =
downloaded with the DOQs and other image files)?

We use the DOQs (hard copy) for zoning, land use, and other presentations =
to our BCC in a quasi-judicial setting. We 'pan and zoom' with a 3M =
projector directly from hard copies at board meetings. We have a legal =
opinion that even though we can project the DOQs from a laptop computer at =
a hearing, all the DOQ views shown in the presentation, i.e., in a series =
of 'pan and zooms' must be recorded and added to each zoning case file. =
Why not use the DOQs as a complete digital file set in a 'pan and zoom' =
manner at these hearings? In addition, since we don't record or note the =
specific 'pan and zooms' on each hard copy image during the hearings, why =
create a different set of presentation rules for digital files?

The legal interpretation of DOQs and other imagery in the zoning cases =
seems overly narrow as described and reminds me of the 70s when calculators=
weren't allowed in classrooms. Photography is fixed and dated and one of =
many reliable data resources for reference. Even though DOQ images when =
projected from a laptop for 'pan and zoom' capability in the board room is =
a technical possibility, the legal interpretation appears outdated on the =
technology issues. Seems we have improved capabilities and now we're =
restricted to antiquated presentation methods due to a legal opinion.

For example, we currently 'pan and zoom' views from hard copies during =
many hearings: each 'pan and zoom' isn't a separate view, rather a =
connected, continuos 'snap shot' of the entire county at a certain date =
and time. Please forward any comments on the use and presentation methods =
of these digital images by our group. Thanks again.
