There are a lots of options, but an Internet/intranet mapping solution is a usually a good choice when you have limited resources, with the requirement to serve various geospatial content and/or GIS applications to a large number and type of users (different city or county departments, general public) and/or locations (home, office, field).
In terms of such systems, we have a lot of experience specifically with providing fast, affordable on-line access to large, high resolution imagery and map archives.
Particularly with image-centric applications, we usually recommend that the Internet mapping solution offer viewing options for both low bandwidth (dial-up) and high bandwidth (intranet & broadband internet) so that all users can realize the productivity that they expect from an Internet application. Keep in mind that the total cost of ownership (TCO) for an Internet mapping/GIS solution is likely to be in the many thousands of dollars (and up!), regardless of whether you go with commercial off-the-shelf systems, open source solutions, or build it in-house. The cost of providing such specialized web interfaces based on the application, users level of GIS knowledge, and connectivity/bandwidth is usually marginal when compared to the TCO.
Below is a link to a demo for the San Francisco Bay Area, and you will see that there are three interfaces: Two broadband Internet/intranet interfaces, one of which is more appropriate for the GIS/mapping professional, and one that is more appropriate for the GIS/mapping novice. AND there is also a very lightweight basic interface that is better suited for the dial-up user. The broadband interfaces include advanced tools for interactive image and map comparisons and image enhancements, as well as things like redlining/markup and legend editing to allow users to create, save, and print custom maps and images.

If our GIS group could get into an air photo update cycle, i.e., every two years in high growth areas, in cooperation with our Property Appraiser, (or the WMD, FEMA, etc. in the WISE program), we could consider using air photos as background images with our Zoning overlays: that's where we could be or what we're able to do (in a few years).
We need to improve our Online Mapping Service, i.e., to include Zoning maps with air photos (PDFs or possibly PNGs) on our FTP for home dial-up users. Any ideas (cricket sounds)? Our Web server can't handle large graphics files, i.e., 18 MB so we can't use graphics views with air photos in the background.
Is this a question for Internet developers? Can anyone advise us on any of these Internet solutions? Thanks in advance for any Internet mapping solutions.
