Rick,
I agree with Benedetto, open source may be the way to go on the software = end of things. I am currently working with a open source GIS program = known as JUMP. It is written in Java, so it can run on different = operating systems. At this time it has basic GIS functionality, = including the ability to read and write shapefiles, GML2, DXF files and = geotiffs. It is easily extendable and customizable. Several enhancements = to add more functionality are planned. There is also a great user and = volunteer developer community. JUMP is used accross the world, and has = been translated into several languages. That might be useful in your = situation. If your are interested you can contact me personally and I = can help get you started with JUMP. I have also posted some links below.
