Rick,
I would suggest you look into open source options. In the last year or = so I have noticed a real increase in geospatial-focused open source software development focused on the end user (as opposed to simply developing libraries). If you are looking at desktop GIS options I would look into JUMP, uDig, and QGIS. There is an open source GIS conference coming up June 16 - 18 in = Minnesota:=20 http://mapserver.gis.umn.edu/mum/mtg2005.html
I went to the conference last year and highly recommend it.
