Census Output Area boundaries are available free (but with conditions) from
National Statistics in MIF/MID and Shapefile format:
<http://www.statistics.gov.uk/census2001/cn_56.asp>.
They are area coded so can be used to build higher level boundaries.
For digital map data, Bartholomew produce digital data, but it is not free or
low cost:
