Who am I to disagree, actually in this cold afternoon we can find truth in all the different opinions about that issue, and have to say that I deeply enjoy Mrs. Anthony Quartararo opinion every time he writes for gislist, but let me complement that one:

So there are schools, NGO's and other third world country benefiting from that imperfect experience. But I would like to mention that the user and the developer have been learned a lot in that process and that has benefit to the whole international GIS community.
Lastly, I would say "Let's the children play" [Carlos Santana]. They are "developing" or what?
