Hello everyone,=20

I am part of a team who is working to create a free watershed data CD
loaded with all available data, reports, maps, and references for the
general public. My question is this, we need a free stand-alone GIS
viewer so that people can explore the data any way they see fit on the
CD but we're having serious issues using either ArcReader or
ArcExplorer. Does anyone out there know of any other free GIS viewers?
It would need to be easy to install (this CD is catering to the full
range of techy know-how) and at the very least, allow them to load
layers and query data. We were planning on building "scenes" that
focused on various themes, such as biodiversity so this functionality is
also needed. Any leads?
