Hi Analisa,

Full disclosure: I haven't used many stand-alone GIS viewers. From my
admittedly limited experience, then, I've found that the easiest-to-use,
free GIS viewer is CartoMAP viewer, available at:
http://www.cartoworld.com/
It's easy to include on a CD since it's just one file, and isn't a folder or
directory with multiple things to confuse the less technical people you
mentioned.

The one I really wanted to recommend is NucleusMAP, because it's just *so
good*, but it only comes free in a trial version, is about $20 to buy,
and--to complicate matters and make it impossible to really test in any
meaningful way--the trial version can only be used for a whopping 10 minutes
at a time.
