Analisa,

How about open source software? QGIS would be a pretty good,
user-friendly choice, but you might also look at JUMP GIS and OpenEV.
They all run on both Windows and Unix/Linux (QGIS also runs on Mac OSX),
support multiple formats, and allow you to save your custom views as
projects (much like ArcView). Not sure about the query capabilities,
though. And you would need to check the licensing for each project to
make sure you can redistribute.

UDIG (udig.refractions.net) is another open source GIS desktop app that
looks promising, but it's in beta stage, and is probably overkill for
use just as a viewer.

You might also take a look at freegis.org, where you can find quite a
few open source GIS software apps.
