I would add that Thuban (http://thuban.intevation.de) is a good candidate for an easy to use thematic GIS viewer that can be pretty easily extended and customized in Python.
I believe that UDIG isn't mature enough for near term inclusion though I did get an impressive demonstration of it recently. OpenEV is only so-so as a vector gis viewer, though it has what I think are some great raster capabilities. I am embarrassed to admit I haven't actually run QGIS yet myself though I hear lots of good things about it.
You will obviously have to play with the various packages, but if you want to customize it somewhat to provide canned views, or special hooks into some of your auxilary reports your decision will likely be substantially influenced by your comfort with various customization mechanisms.
OpenEV and Thuban are Python based for instance, while JUMP is Java code and QGIS would have to be extended in C++ (I think).
You just mention viewing and exploring the data, but are you also interested in folks being able to print, or translate the data into other formats? One thing that I think is quite valuable in "data+viewer" CDs is including the ability in the viewer app to export the datasets in a variety of formats. Depending on your target audience, you might want to think about that.
