Rick, Could you tell me which country (and city) you'll be working in? I might be able to put you in touch with GIS specialists from that country... and you can ask them directly what they suggest (in terms of software packages, open source, etc.). Also, quite a few African countries have a network of GIS producers/users, and ideally the local college lab that you set up will be hooked into its country's geospatial network.
