Yes, let us not call this practice discounting, when it is seeding the market.
All prices are negotiable in this world. If it is interesting for a company to capture market share (in a particular area, state, ...) then the price will approach zero in order to get the job done.
Someone asked "how can I get a 90% discount?" The answer is clearly "be strategic" from the vendor's viewpoint. :-)
