Before posing such a question, please take five seconds and use google. Doing so, you would have found that SA has been off since May 2000. Please see the following:

We know that GPS satellite network is owned by US Department of Defence and the accuracy of the signal is intentionally degraded for non US military users called Selective Availability. However, the accuracy can be greatly enhanced (sometimes in sub-meter) by using DGPS. I always wonder why errors are being introduced if they can be removed by using other techniques? Any idea?
