Tim, Before moving from my past job - we used Cadcorp's SDK. You cannot get a better SDK out of a GIS. It is 100% of the full product (which is very powerful) and you can make it as easy or as complex as you wish. And best part about it - their runtimes and licenses are relatively cheap. You mention format support - they support all the big GIS formats (over 150) right out of the box. They are based out of Northeast I believe. www.cadcorp.com.
