Tim,
I know they have trial / eval versions gratis, but am not sure if they are downloadable from the web. They have offices in the UK (London and Stevenage), in the US (Boston) and in Australia (Sydney) - from http://www.cadcorp.com/contact I know they can work with VC++ and speed was never an issue with Cadcorp. Very fast rendering with the application that we were working with. We used them primarily for all the zillions of formats that they can support and being able to very quickly create bespoke apps. They were a small part of one of our applications (just show the map) and a very large part of another application that focused around the many formats, in and out, multiple projections and having to do it all in Oracle at a low cost. Before moving from my past job - we used Cadcorp's SDK. You cannot get a better SDK out of a GIS. It is 100% of the full product (which is very powerful) and you can make it as easy or as complex as you wish. And best part about it - their runtimes and licenses are relatively cheap. You mention format support - they support all the big GIS formats (over 150) right out of the box.
They are based out of Northeast I believe. www.cadcorp.com.
If you get any good comparisons between others, I'd love to have a look (I can add my two cents worth as well as I've used a few in my day).
