Hi Landon:
As one of the small company participants, I think your basic assumption is incorrect. A great deal of the work and innovation at the OGC is done by small companies, and small players have a significant impact on the decisions in the TC. This includes open source activities (e.g. Gascom, Ugas, geotools etc.) as well as many small commercial vendors. Open standards and open source are of course very different - sometimes open source implies open standards and sometimes not - the better situation is open standards with an open source component and that IS the case with the OGC.
