Given the way the specification development process works at OGC, you do
not have to be a voting member to influence the direction of the
specifications. Most of the real decisions are made by smaller members
during the development process inside the working groups and before
getting to the final vote of the big voting members. Any member
organization (voting or not) can participate in a working group and you
get a single vote as working group participant no matter what type of
membership you have.

DM Solutions Group is definitely a good example of a small open source
company, we've been non-voting members for a few years and have
participated in a few working groups without problems. One thing that
should be noted is that the cost of the membership is relatively small
compared to the resources (time) involved in getting involved seriously.
Several open source GIS projects have some of their developers involved
at OGC one way or another: UMN MapServer, GDAL/OGR, Geotools, GeoServer,
Deegree, Chameleon, etc. ... I apologize in advance for those that I
forgot to list here.

I know the members of 'gislist' are quite sensitive when it comes to
talking about OGC and its process, so my intention was not to add oil on
the fire, I just wanted to address Landon's concerns about open source
developers or small companies getting a fair chance to participate at OGC.
